I just recently booked an award from NYC via FRA-CDG-BKK on the website.
Trying to book a return and it will not populate and only gives option to book for double miles.

Do i just need to call in to get this booked or have they made a change?

What return routing are you trying to book? The changes UA made to their award pricing tool could be the problem.

Not populate and double the miles? Double the miles are standard rewards. Do you mean there are no saver rewards when you say “not populate”. If so these savers are not guaranteed, nor is the routing. Most common from BKK is over the Pacific. You just happened to get a Thai flight from CDG.

So to be clear, you booked a one way from NYC to BKK and now are trying to book a return BKK to NYC?
