Sapphire Reserve Rental Car Insurance In Mexico?

Taking a trip to Puerto Vallarta, Mexico in June and need to rent a car. I usually put my rentals on my CSR card to take advantage of their excellent rental car insurance waiver, but I’m seeing on the car rental websites that Third Party Liability is required by law (for an extra $19 a day) and that credit card insurance isn’t a substitute.

Does anybody know if the CSR rental insurance waiver will let me bypass this insurance in Mexico or am I stuck paying for it? I’ve been looking around and can’t find much about this issue on any travel blogs.
