i noticed United starts officially selling premium plus on this route 9/15 and just as economy plus prior. Any thoughts on getting the enhanced service when flying 9/12? Still great that I’m getting the seat at an Econ price though.

My guess would be No, you won’t get the service. But to be fair I don’t have any recent experience with UA. But when AA was retrofitting PE seats to its fleet, it did not offer the PE service until an entire class of planes was retrofitted – then the product was sold. If you traveled before the the PE product was introduced you had the benefit of the seat (if you were elite) but not the soft product.
