JAL is supposed to start SEA-NRT service on March 31st but it still shows “pending government approval” when you go to book the flight. Is there any real risk in booking these flights in late May?

I’d assume that if it’s bookable and if the start of service is delayed, you’d be rebooked at no charge or have the option of a full refund.
