Must one be flying AC (which like PD only offers economy cabins out of YTZ) to use the lounge? No mention in the article about Priority Pass (or paid) entry if flying PD as is the case with other Aspire lounges.

I'm not sure your interpretation is correct. I have been following the status of this closely and all previous publicity and reporting that I have seen has been that it is an Aspire lounge - there was never any association with AC. The co-branding with AC is a new development (at least in terms of public announcements). To me it sounds like it is a combined lounge to which AC elites have access, so it just puts it on the same level as other airports like YOW that have both an AC lounge and an Aspire lounge.

I wish it had opened a week earlier - I was just at YTZ on Sunday!

From the Swissport press release:
"Domestic travellers can experience the Aspire | Air Canada Café by booking online through executivelounges.com or via other membership programs such as Priority Pass, American Express, or Dragonpass. Air Canada customers who are Aeroplan 50K, 75K, or Aeroplan Super Elite Status members, Star Alliance Gold members, Aeroplan premium co-brand cardholders and customers connecting to an Air Canada business class ticket will receive complimentary access."

This is good news. With so many priority pass options closing the past few years (especially here in Canada) lounge need is at an all time high as are the crowds. Hopefully the future will see more lounges opening.
