Call United back. You should be able to use UA miles to book flights on Air China.
That being said, I don’t know if this is still a problem but Matthew saw a pattern of Air China flights booked with partner miles that got canceled out of the blue. This post is 2.5 years old and I don’t know if it’s still a problem or not but thought I’d pass it along.
