Earlier I wrote about how Singapore KrisFlyer is increasing their fees for changing and redepositing award tickets as of March 2018. If it’s a flexible fare I expect it to be refundable and completely changeable. Who buys a full fare flexible ticket that isn’t refundable that’s the whole point of the flexible fare, else I’ll pay 1/2 price for the standard fare

@Fugu: I think SQ had a no-Show fee allowing you to reinstate the booking (though presumably recalculating the fare as a OW). If "no show" is not allowed, then you simply won't have that option. If you don't show up for a leg, then all subsequent legs on the ticket are voided without possibility to reinstate the booking (no matter how much money you'd be willing to throw at SQ).

SQ flexi fares aren't exactly fully flexible, but they don't exactly cost 5k either. You do get free changes on those fares unlike standard.
