CAAC was the first regulator that grounded the 737MAX.
FAA was among the last globally to ground this fatal type. Probably they're in bed with Boeing too long.
The deaths were in countries that no one cares about in the first place, it didn't make sense to ground planes just because someone doesn't know how to use the equipment when it prevented progress for the greater good.
