Although India is famous for its bureaucracy, I reckon this is more about the "public-facing" side of things, i.e. reassuring the Indian public that they aren't at risk of going to the other side of the scary line and/or inadvertently starting World War III.

If you're expected to report it, you need to report it. It does seem petty, but that's bureaucracy for you. As another commenter mentioned, Indian bureaucracy is on another level. Just file the report, and it's done.

There is a possibility The Pilot wanted a similar ending like the last years Ahmedabad incident where The Pilot caused the AI plane crash.
I mean if the pilot entered unknowingly, how would he know to report it? Also, the SAS inaugural Mumbai flight entered Russian airspace while turning back, at least according to ADS-B, and it didn't look spoofed.
