The problem is that one doesn’t know what the bonus offer is until one goes a hard pull on their credit. A friend of mine applied for one of the AMEX cards last week for the 150,000 point bonus, but ended up getting an 80,000 point offer after he submitted the application. He skipped getting it.
You should see the offer after the initial application without a hard pull, at that point the popup will show the individual point offer.
It sounds like your friend declined the application after the initial check and shouldn't have received a hard pull.
