It most definitely is. However, although Hobby is open, Southwest Airlines operations is still off until Saturday at the earliest. Part of the route in at Hobby Airport is still flooded.
Also, the Houston Airport Authority is asking people not to go to the airport unless you have a confirmed ticket. If you have a confirmed ticket, make sure you solidify your route that is not flooded. Most of the roads are still flooded.
They also do expect international service at Bush to resume either this afternoon or tomorrow with an Air China flight and a Turkish flight. (Last night one of the news stations did talk to a Turkish Airways crew that were stuck in Downtown)
Yesterday I arrived at Dallas (DFW) and since it's the main major city not impacted by Harvey it was busy. THERE WERE NO RENTAL CARS AVALIBLE ON AVIS, HERTZ, OR ENTERPRISE. They're also alot of gas stations here WITH NO GAS! I feel bad for Dallas (and texas) residents.
