I was refused credit for Turkish airlines flights

Check wheretocredit.com but what was your flight ?

I checked V class on whereto credit and it shows v class on Turkish can be credited to my miles and more acct (Lufthansa)!
The flight was TLV – IST- Tokyo + Osaka – IST – TLV
Departure date Nov 01, 2015
The letter of refusal is dated 21 April 2016

It certainly seems like you should be eligible for some miles based on the chart here: [URL]http://www.miles-and-more.com/online/portal/mam/us/earn/flight/offer?nodeid=2511246&l=en&cid=1000390[/URL]. However, I don’t know if there have been any rule changes since your flight in 2015. If V codes were not allowed then, you wouldn’t get mileage. Also, you only have a certain amount of time to get credit. Not sure about why you took so long to request credit but I would certainly follow up.
