You might have already seen this, but it looks like GarudaMiles took some steps over the winter to allow phone booking of award tickets:

There are still many restrictions (looks like you can only book for yourself over the phone, and changes still have to be processed at the ticketing office, etc). But given that GM is a Citi TY transfer partner, and the fact that we all want to try out their 777-300ER first class (and not just on a 20 minute flight), I thought you might be interested in revisiting their redemptions…
