fuel surcharge

I am a star alliance gold member, based in Athens , Greece and i use my miles to fly on business class all over the world.

Six months ago, i booked a trip from Athens, Greece to Washington Dulles airport for this March2020 , which costed me 110,000 miles plus 320 euros surcharge. The flight is Athens via Istanbul to IAD with Turkishn airlines business class.

I am trying to book the same for March 2021 and this will cost me 110,000 miles and 404 euros fuel surcharge.

This means an increase of the fuel surcharge for exactly the same trip and the same ailrine and the same time period, by 25%.

How this is possible since the price of the fuel has dropped so much ?

Also, if i choose to fly on economy class , then the fuel surcharge drop from 404 euros to 186 euros, so actually the fuel surcharge for the business class is more than the double of the economy class.
