Also, is CLEAR + TSAprecheck much faster than PreCheck alone? -

It cannot be applied to CLEAR, only TSA PreCheck or Global Entry. Global Entry includes TSA PreCheck so definitely go with Global Entry.
There are only a handful of airports with CLEAR but PreCheck is more widespread. Additionally, I believe that there are separate lines for CLEAR and TSA PreCheck so having both wouldnt get you thru any faster, only more options.
