There’s no specific departure city in Europe that always has lower than normal fares. Assuming you’re originating in Europe, check out [URL]http://youhavebeenupgraded.boardingarea.com/[/URL]
It’s in German but they seem to post ex-Europe deals for premium cabin travel quite often. You can also play around with Google Flights
