How long should I wait to apply for the CSR after downgrading CSP

I just downgraded my CSP today to the freedom unlimited. I have had my CSP for 2 years 4 months and I am planning on applying for the CSR.
I just spoke to the chase agent and he said I needed to wait 46 days before applying for the CSR as it takes the system 45 days. Is this true?
I think I read on Lucky’s post when he helped his father with his credit cards that he got it approved within 5 days of downgrading.
Just wanted to see what others think. I use the sapphire a lot so hopefully I can get the CSR earlier rather than later.
