This will not be the first time these two cities are connected. Lufthansa flew Washington -Berlin in the summer of 2001.
If Delta cant make a flight to Dusseldorf from Atlanta, one of Germany's richest cities, work, I'd be surprised if they could make a flight work to one of its poorest but most fun cities.
I agree that Berlin has a lot to offer. When we traveled around Germany in 2015, Berlin was my favorite city over Munich, Frankfurt (though we did not see much there), and Cologne. (My overall favorite was Rothenburg ob der Tauber but that is a different size and type of town.) I am glad to see they are getting better direct access to Berlin for Americans.
I think this service will do quite well and not just due to leisure/government. There is a lot of B2B especially in the biotech, defense, and infotech sectors in Berlin and the DC area (Northern Virginia in particular). Hell, Amazon, Lockheed and now Boeing could probably make the route successful on its own.
It was a given that United would launch IAD-Berlin as soon as Delta announced JFK.
Despite earning half the margin that Delta did, UA is determined to throw capacity into whatever market to protect its market share.
Unless there's a government carve-out, which I'm fairly certain there isn't, then there's zilch reason for them to not codeshare with LH on this route, considering their J/V.
When it comes to Asia, Berlin still lacks proper long-haul flights. The operation of Emirates from BER will be a game changer. However, due to the lobbying by LH, Emirates is unable to add BER to its network. Hoping to see BER grow at a faster pace to become a major International airport in Europe.
OK, so it gave a schedule for summer flights. What about fall/autumn and winter? Is this year-round service?

when does IAD/BER start?
The IAD-BER flight was great in the summer and seemed fairly booked up (I took it regularly). Very sad to see it disappear now that summer has passed. They should make it year round.
