I agree with you, but I have no idea how you could check a bag and not show up on at least 10 video cameras in SFO.

The idea that they were stealing from a larger distributer who's operations they knew about is plausible but I would think retribution would be swift. Theres no way such a distributor wouldnt realize what was going on when their mules were getting through otherwise unmolested. I think it's much more likely they had additional accomplices in security operating the xray scanners that would mark the bags.

As for the $2k+ that's exactly the sort of thing officials love to exaggerate. If one guy told them they got paid that once all of a sudden it was all of them every day and the heroic heroes have thwarted a million billion a year operation. Hooray.
