In my opinion, It should be the IRGC that should be sanctioned as they have forced airlines to do their dirty work, when they could've just done it themselves. The West's targeting of Iran air and other Iranian airlines should be prohibited as this will just cause more disruption, unfairness and argument, and even more, disruption to international aviation. It has been more than a Year since this has taken place, and nothing has even changed. It look like a bad road for Iranian aviation at the moment, No good ending or even the possibility that a miracle would happen. In my opinion, Iran air should be allowed back into Europe and you should be able to buy direct tickets online as without this it will just disrupt passenger service and be an obstacle for travel and commuting. In the summer of 2024, when Iran air still flew to London, Where I live, My dad tried to get Tickets with Iran air to go and see family in Iran, However it was hard to get Tickets with Iran air as you couldn't book online and it meant that we had to take Lufthansa instead ( The Lufthansa flight was good though, I won't complain! )
