Unfortunately, Amex to jetBlue is a bad transfer, even with this bonus (250:220, instead of 250:200, both of which are worse than 1:1), and also Amex charges that silly excise fee (0.006x, up to $99). Chase, Citi, WF do 1:1, and don't charge excise fees. Only top-off if you need it, and use MR for something better.
Unless you have an immediate redemption this offer is probably not a good idea given the fact that JetBlue's financial status is poor and may go bankrupt soon.
