We’ve seen airlines around the world offer flights to nowhere during the pandemic as a way of engaging (otherwise) grounded travelers. EVA Air has operated speed dating flights, Thai Airways has operated flights over 99 holy sites, and a Facebook group has chartered an A380 just for fun.

Haven't you missed the point here.
It's a useful experiment to show how, when we can all travel with a vaccination certificate, it's totally safe on the largest aeroplane of all. viz EK! That is, of course, if no one becomes infected!
People in the UAE probably have better things to spend their money on than a flight to nowhere!
How is it reasonable that there is not a no mask exception? It seems to defeat the purpose of requiring everyone to be vaccinated.
In the long run, future air travel in many parts of the world will be only for those vaccinated. Don't want to be vaccinated? Sure, take a train, or a donkey...

There is going to be a big black market for fabricated vaccination documents.
Years ago when I traveled to Zanzibar from Dar Es Salaam, you had to either show a yellow fever card or they would simply sell you one. This will be no different. On the hand I love donkeys.
