Before I say anything else, can I just mention that I’m writing this post using a hotspot from my T-Mobile phone, where I’m getting free international data while on a boat cruising around Svalbard, just several hundred miles from the North Pole?Is the world incredible, or what?!

you seem to imply you have your laptop tethering via your T-Mobile phone's hotspot. But that is not suppose to work as T-Mobile while giving free international roaming, won't allow tethering while roaming. Am I missing something?

I wonder if they're going to end up charging you for this. The terms and conditions of T-mobile international roaming clearly says no tethering

Hope you will enjoy St. Petersburg too. I am located there for last couple of months and its really a special city. And that you have planned enough time here to see the city...
