AS/JL Codeshare

Does anyone know why only certain routes are part of a codeshare and not all routes? Wouldn’t it be better to codeshare a larger network, since AS and JL both have domestic flights in their home markets in addition to JL’s TPAC routes?
Maybe pre-existing contractual obligations or they can’t agree on pricing?
