Are mandatory vouchers legal?

Are mandatory vouchers legal?

My return long-haul flights were cancelled (I managed to salvage the inbound flights). I just got the following email from Air Canada. Is this legal? I would like my money in cash or a flight a month or two later once flights are restored. I don’t want a travel credit. What can I do?

We regret to inform you that ACxxx from xxx to xxx on April xx, 2020 has been cancelled due to the impacts of COVID-19, government travel advisories and/or health and safety concerns.

The full value of what you paid will become a future travel credit valid for 24 months.

Are you a resident of Canada, the US or some other country? I don’t know if that makes a difference but it might.

FWIW, 24 months is better than what any US airline is offering – to the best of my knowledge. If I knew I was going to reschedule on AC I might consider it.

The issue is that I would need to buy a one-way long-haul flight (with probably 3 segments) with the voucher and that too in PE. That would be more expensive than the voucher would support. I would prefer them flying me on a different date. Cash is always an option because that would allow me to book with any airline.
