They are allowed…I just priced out a trip from both JFK & LGA and Uber X is an option. You may not be picked up directly at the terminal though, you may need to go to a designated area for pickups and/or one of the parking lots.

Most airports require an airport license for companies to be able to have pick up rights at the airport, therefore, in many airports, it is imposible to have UberX to directly drop you off at the airport, but generally Uber Black can drop you off, at a higher price. Meanwhile, other airports have designated dropoff areas for ride sharing, which may require you to walk across a parking lot, or courtyard depending on the airport. For example, in Johannesburg, you can request an UberX, but you need to schlep all the way to the parking garage to get picked up in a specialized rideshare area
