Does Air Canada have any lounge that someone flying from Toronto to Munich and then on to Nuremburg, Germany for those in economy. One airline we flew with before had a lounge we could use for a small fee until boarding time. Nicer chairs to pass the time etc.

Which airport? Toronto or Munich? Or both?

An option might be Prioritypass, have access to lounges in all 3 cities that you mention.

Some higher end credit cards give you access, or you can buy a basic 1 year subscription for 99USD and pay 27USD per person when visiting a lounge.

Another option would be to get the Diners Club card.

Cost 95 USD a year and is the cheapest card to offer lounge access, and with no foreign transaction fee good for travel outside the US. Pay per visit same as Prioritypass.
Lounges are listed here and include the same as Prioritypass in the citys you are traveling true.
