Hi Gang,

I hopefully have a layover at HND in June. I will be arriving on JAL from LAX. I realize that a travel ban has been placed preventing entry into Japan. I can’t seem to find if the travel ban also prevents someone from the United States flying into Tokyo for a layover only to depart on another international flight. Thanks so much for any information.

You’re not entering the country and I couldn’t find anything indicating you weren’t allowed to transit Japan. Of course it all depends on your final destination. I know you’re not flying ANA but on their site they have a nice breakdown of who the Japan restrictions apply to as well as the other countries they serve:

Japanese native here. Did some digging for you on the Ministry of Foreign Affair’s website. Didn’t feel like searching in English because Japanese websites in general is terrible with web design, especially in foreign languages…. you can always search on MOFA’s website to verify/get updated info.

Here’s the skinny. As long as you do NOT enter the country (ie sterile transit), you are not subject to quarantine of any sort. If you so choose to enter the country during your overnight stay, you can still stay at your pre-arranged accommodations. Big caveat is that you are NOT to use any form of public transit. This includes buses/trains/cabs. So the only realistic choice would be the airport hotel unless you have a personal friend/family member that can give you a ride on their private car. And yes, you are expressly allowed to leave the country before the 14-day quarantine period is up.

I missed an important but – it says that you are allowed to stay at the pre-arranged accommodation during your self-quarantine BUT before doing so, you need to wait at an designated area in the airport, etc, IF you are subjected to PCR testing. This could take 1-2 days.

The best I can advice would be to plan on a sterile transit..
