CSA Czech Airlines blocking business class awards for partners

I’ve had my eye on the Etihad Guest redemption from PRG-ICN for a long time now, finally it came time to find availability and book… It seems like CSA Czech Airlines has blocked all Z (business class redemption) space for partners. This is what I see on KLM.com vs. EF, the space should be available at least to Skyteam partners, but it’s not.

EY Guest agents [B]cannot[/B] see any Z space visible on EF. For reference, I called Czech’s own program, OK+ and they [B]can[/B] see the Z space no problem. Economy class (E) space is not affected.

Additional data point, Delta also cannot see the OK Z space even on the phone.

Does anyone have any clever workarounds for this or insights they can share?
