does any CC give you additonal driver on a rental car for free?

No. Generally, cards only provide either primary or secondary liability insurance for car rentals, when you pay for the rental with that card.

I know the Amex Platinum card (US version) gives you elite status with a few car rental agencies, though the benefits vary. I’m not aware of any car rental elite status that has waived fees for additional drivers.

Depending on which US state you are renting in, spouses are often covered even if you don’t have elite status.
