You have to be aware that Emirates had problems with the goverment of Enrique Peña Nieto, but Mexico has another president, Andrés Manuel López Obrador, which was the one to approve the arrival of Emirates, so I really don't think Qatar Airways will have problems with them.
I'm pretty sure they will want to start right before FIFA 2022 in Qatar. Mexicans have always filled stadiums in other countries during the World Cups and Qatar already knows that really well, as they have operated some charters flights from Monterrey and Mexico City when mexican teams like Rayados of Monterrey played in Doha recently. That being said, I wonder if this will be only seasonal during FIFA or if it will continue to last permanently.
