Despite what Toronto thinks, you probably meant to say "Toronto" here rather than "Canada".
Qatar Airways actually briefly flew scheduled services to Toronto during COVID, though I think this was marketed as temporary and mostly for repatriation purposes.
Not enough.
They (and EK/EY) should have full access to Canada, but of course the govt continues to subsidize AC with the bilaterals and protectionism.
Meanwhile the Canadian consumer is stuck with the garbage that is AC.
Prediction: Loads will be higher from YYZ than from most US cities and redemptions in QSuites will be nigh unto impossible.
Hopefully QR doesn't drop Montreal. J availability is generally good. Driving from NY state to Dorval is relatively easy. Driving to Pearson is a nightmare.

Widely available redemptions in QS to/from North America have long been a thing of the past, so this would be no different.
QR does not struggle with light loads from US cities, either. QR is wisely leveraging its situation of being the gold standard of the Oneworld alliance and focuses almost exclusively on OW hubs in the US which get a ton of connecting traffic from AA and AS. I've always been in completely full J cabins, with a rather large sample size flying frequently out of West Coast cities (SFO, LAX, SEA, DFW).
Many have more than one daily flight. Of 11 US destinations, only IAD, IAH, and ATL are non-Oneworld hubs. IAH and IAD see high loads due to oil and government traffic.
YYZ may see full planes due to the very light 3x weekly schedule, but I'd venture that due to only seeing O&D traffic, weekly loads are much lighter from Toronto and Montreal.
Figures I just redeemed 34,000 Aeroplan points yesterday to fly Toronto to Montreal to take the YUL-DOH QSuite in February.
Actually Porter already partners with QR.....just no FF relationship....yet.

AC has been coddled way too long, and its service and performance has suffered for it. Time to let it compete on the big stage without the training wheels to hopefully have AC pick up their performance across the board
Yes please! It's such a struggle having a status with OW but not being able to use them domestically within Canada!
