You don't mention the criteria for the palace distinction. Furthermore, I think you missed the point about the stars. While you're right many hotels claim to be a 5-star hotel when they are not. The stars represent certain services that are offered. If those services offered, at least in the past, they would get a star. There at least used to be an organization to conrol this, but much like the Concierge keys that are run differently in different parts of the world, I suspect this to be the same.
