No the monthly reports are bloat - I agree, and exactly the type of thing conservatives claim to be against. That being said, there’s a lot of bloat on both sides of the aisle. Strictly outlawing the practice in this case would suffice.

Back when Cali was red, they passed a ballot initiative with widespread popular support to cap property taxes at an absurdly low rate. Google "California Prop 13". It essentially froze tax appraisals at 1975 values, with an allowed increase of 2% or nominal inflation rate each year. Tax rates are only reappraised when homes are sold. This more than anything else has bankrupted Cali municipalities and frozen the market, since nobody middle class or lower wants to get hit with the reappraisal after moving and huge numbers of properties worth well over a million now are still being taxed like they're worth $200k-$500k.
My home state of Georgia, with a deeply conservative state government, just passed essentially the same legislation last November, setting us up for the same issues California is currently facing. The conservative fascination with tax cuts to buy votes is going to cause massive solvency issues at every level of government.
