Those flights to Fortaleza, São Salvador and Recife in Brazil are basically charter flights to Portuguese travel agencies. 3 beach cities in the northeast of Brazil, the closest Brazil can get to Portugal. They may not be charter flights technically, but that's where the passengers come from.
According to local news sources, that contract with Iceland Air has been canceled. As of today, TACV has no planes and all flights have been canceled. According to the airline, service won't be restored "for several more days".
