Citi often reject due to low credit utilization, "high amount of unused credit". My strategy is to apply when I have 2-3000 balance in total. Check if the balance is reported properly via creditkarma (which shows up after statement is closed), and before paying off, apply for a Citi card. Of course 2-3000 is still only like 2% of my total credit line, but it's much much better than zero - which happens when I'm using someone else's card to take care of the sign up bonus spending requirement.
