My wife was approved for the INK Preferred card on June 18. It has been 16 days since her approval and the card has not shown up in the mail. There is no activity on the card. How long should she wait before calling Chase?

Classic Chase. You absolutely should have received it by now. If you have an old address that was (now or ever) on file with Chase, it's a good bet they sent it there. If not, then something got messed up in the logistics and, either way, you need to order a new one. Good luck!
