Z is Business Class upgrades on Korean Air, O is Business class award seats.

Are you saying availability will come from O? If so, then yes... these will be nearly impossible to use. I will says M fares Ex-Asia are not that much more expensive. I found $900 one way from Saigon to SFO

After Delta restricted upgrades on their own metal to Y, B, and M in 2010 it took about a year for all the ex-US Y and B dates to cost more than J. M stayed a few hundred dollars less, maybe 5-10% off discounted J.

Foreign origin fares took about a year longer to match.

Don’t expect these KE upgrades to be worth anything for long.

With the new agreement between KAL and Delta, would there reciprocal agreements as to booking flights using Korean Air Miles to fly Delta on European routes and vice-versa?

Y and b upgrades pull from KE Z inventory while M fare pulls from O. Availability should therefore be better for Y and B fares.

You can now use GUC to upgrade from Prestige to First (unfortunately, no double upgrades) on DL marketed KE operated flight.
