With the longest government shutdown in history now having ended, federal workers should be getting their (long overdue) paychecks by November 19, 2025.
There’s no denying that a lot of people worked very hard to keep our aviation ecosystem moving during the shutdown, including air traffic controllers, TSA agents, etc. Along those lines, some TSA agents are receiving a very nice reward, though it’s not clear if this is at all widespread, or just a publicity stunt.

Kristi Noem awards $10K checks to some TSA agents
Yesterday, the Department of Homeland Security announced that it’s giving $10,000 in bonuses to “exemplary” Transportation Security Administration agents who worked during the shutdown. Homeland Security Secretary Kristi Noem held a media event at Houston Intercontinental Airport (IAH) to make the announcement. In a video of the press conference, Noem can be seen with around 20 TSA agents behind her, and they each received a check for $10,000.
Per the press release:
“I’m pleased to announce that under President Trump, we are giving a $10,000 bonus to TSA officers across our nation who went above and beyond during the Democrats’ shutdown. They guaranteed that America wouldn’t shut down – no matter how badly the Democrats wanted average Americans to feel the pain. Their unsung patriotism deserves recognition. President Trump and I are so grateful for these patriots.”
President Trump had also floated the idea of giving $10,000 bonus checks to air traffic controllers who had perfect attendance during the shutdown.
Just how widespread is this reward for TSA agents?
TSA agents deserve massive credit for the extent to which they continued to show up and do their jobs during the shutdown. Dealing with the traveling public when you’re getting paid is tough enough, but when you’re not getting a paycheck for weeks on end? That’s even more stressful, of course, and they really did an exceptional job.
So I’m all for recognizing TSA agents for what they did, in some form. I think the issue here is that there’s not much transparency about these awards. The press release claims that “officers with exemplary service during the Democrats’ government shutdown will be receiving a $10,000 bonus in appreciation for their hard work and service to the American people.”
Is this actually true across the country, beyond the 20 people shown standing behind Noem? I do hope this is done in a fair way, rather than just being a publicity stunt. I’m a little concerned about there being no definition as to what constitutes “exemplary service.” For example, I’m sure it would be really demotivating to have perfect attendance, hear about this announcement, and then not get a check.
These bonuses are being paid using carryover funds from Fiscal Year 2025. The press release claims that “this funding is available thanks to President Trump and Secretary Noem’s commitment to fiscal responsibility, enabling DHS to save the American taxpayer over $13.2 billion since President Trump returned to office.”
The Secretary Treasurer for the American Federation of Government Employees’ TSA Council 100 said that checks are “great for some,” but “it’s better to give everybody a little something, because they all suffered and they all endured hard times during the last 43 days.”
And indeed, I think we can all agree that’s fair. Did these particular TSA agents shown actually do something exemplary that the average TSA agent with good attendance didn’t do, or were they just at the right airport at the right time?
For what it’s worth, there are around 50,000 TSA agents. If they were each to receive $10,000, then that would be $500 million in rewards (admittedly not everyone had perfect attendance, but I’m just doing some basic math). I can’t imagine that reflects what’s going on here.
Bottom line
The Trump administration is giving $10K bonus checks to “exemplary” TSA agents who are “patriots.” It’s not clear what criteria is being used to award these bonuses, aside from good attendance. There’s no indication that all TSA agents with good attendance will be getting these bonuses, but I guess we’ll see how this goes…
I’m all for TSA agents being rewarded for their hard work, I’d just like to see it be done in a fair and transparent way.

Hmm... if those were "carryover funds from Fy 25, they legally could have paid TSA agents with those funds during the shutdown. Departments and agencies can pay their employees with prior year carryover funds until they are exhausted. So, not paying agents when they could have and then using the carryover as a bonus is insulting to everyone who worked with deferred pay for six weeks.
Totally against this. Just pay them if they’re “essential” and working. And if they’re getting backpay definitely don’t need a bonus.

The 10k bonus would be justified IF federal workers who did not actually work were not given back pay. Those not working should have been furloughed and forced to collect unemployment and/or seek temp work like anyone in the private sector.

Since I'm naive, for federal workers, who determines whether someone is essential and whether they can continue to get paid? I imagine there's a huge set of rules regarding payments, etc. that Congress has probably setup.

Let's talk about those suddenly-flexible budget constraints. During the shutdown, we were told it was legally impossible to pay air traffic controllers: appropriations law, hands tied, nothing we can do. Never mind that this is the same administration that declared a national emergency to redirect military funds for a border wall when Congress said no, or held up Ukraine aid in violation of the Impoundment Control Act. Appropriations law is apparently more like appropriations suggestion, binding only when convenient. Meanwhile, tariffs are supposedly raking in billions "for the American people," yet that revenue funds sweetheart trade deals with Argentina instead of keeping SNAP benefits flowing or paying essential workers. The money exists. It has always existed. "We can't afford it" has always just meant "we don't want to spend it on you." But a photo op with 20 TSA agents and campaign-style rhetoric? For that, the coffers open right up.

My brother works for the TSA at DFW and received the $10k. The weird thing is that he had prearranged surgery during the shutdown and was on sick leave for 3 weeks. Prior to his surgery, but still during the shutdown, he worked extra shifts in case he was going to be out of work longer due to the surgery. Maybe those extra hours made him a patriot???
Sounds like Trump's team simply presumed that DFW (Texas) must've been his supporters, so, pay them, not the wokey wokes in blue states/cities, because 'the enemy within' or 'vermin' or some other fascist lie.

Even the union representative said it would be "better to give everybody a little something" since they all endured hardship.
