Hold is usually just an authorisation, not a charge. You can't lose money on it because no money is billed to you, it's just removed from your available balance but stays in your account.

@Cedric Another issue with WISE, which I use and love, is that they will not send to every country. Went to Jordan and WISE doesn't transfer money to Jordan, for reasons unknown.

Was that just random anti-Cambodian sentiments? Psh. I’ve got no problems with either Thailand or Cambodia, or their respective currencies. Mostly wish they’d’ve not had a recent border conflict. Not good for either side.

It should be considered fraud when one option yields a worse rate 100% of the time. DCC should not exist.

I think you are wrong regarding DCC not incurring foreign transaction fee: T&C Chase ink Cash: “Foreign Transactions 3% of the amount of each transaction in U.S. dollars.” Citi Double Cash: “Foreign Purchase Transaction: 3% of each purchase transaction in U.S. dollars.” It’s charged for foreign purchases, not transactions in foreign currencies.

Would not work if you are exchanging Thai baht for Cambodian riels . What you buy with the rials will be the end of any optimism .

Yep , but it is not a scam . The credit card company deducts the same 3 % . When I pay by credit card I expect the additional charge . What work did you have done for $ 2,800 ? It seems high , unless something major needed to be replaced .
